I was thinking Little Pied but now I'm not sure. I think the black band on the flank means it is a Pied Cormorant? Would love it if someone can confirm either way. Thanks.

Probably a black cormorant with all that black around the face as well as the black flank.But I'm puzzled by the predominantly yellow bill which is seen in the little pied cormorant.
Looks very much like a Little Pied Cormorant to me. :-)
