Well, it has been a while since I have been able to do some bird watching and scroll the site - I've missed it! I saw a cormorant yesterday and I think it is a Little Black Cormorant but it has a yellow patch between the beak and eye. It had a black head, neck and body - no white markings and was a lot smaller than other cormorants I have seen. I don't know much about these birds; do they have these yellow patches? I would sat a Little Black Cormorant.
I have Little Black Cormorant pics from 11 places and in 2 pics the bird appears to have a bare skin patch, similar to yours, in front of the eye.

I agree it's a Little Black. Great Cormorants have a white patch on thier face.
