I think you're right and it's a juvenile Brown Goshawk: it looks pretty substantial and you can sorta see the eyebrow. Also, while it's flapping its wing, I don't think the primaries would be very backswept if its wings were flat, and the trailing edege of the wing is straight, not slightly curved.
