Some type of Corvid (Raven or Crow). Very difficult to tell corvid species apart from photos, usually best identified by call and location.

Sorry i am late getting to this, but I think torresian crow because of your location, general appearance and quite smooth throat in flight. May I ask how you came to ID as swamp harrier?
