The very robust bill on this corvid points in the direction of a Forest Raven. But Canberra isn't within this species' range as depicted in Morcombe so my i.d. is probably off. Then again, perhaps this is another case of a species' range being extended. .
We only get Australian and Little Raven here in Canberra with the Australian being by far the majority.
I would say Australian due to the size of the hackles.

That seems to be a rather robust bill for an Australian Raven doesn't it Shorty? But I agree on the hackles you raised.
