This was taken back in Dec 2013 at Barmah state park, VIC. Photo quality is not great and I've heavily cropped them for identification. Any help is much appreciated.

Possibly Swamp Harrier but not 100% sure.
I would agree, white on rump at base of tail is the give away in my opinion, seen in #4 as always happy to be corrected.

Agree with the above - especially re "white-rump". Also note the "dangling legs" in pictures 2 and 5 = quite common behaviour for the harriers.
