If by "Blue Fairy Wren" you mean Splendid Wren then there are several habitat types you could visit where you might see Splendid Wrens. They favour undergrowth adjacent to open areas where they forage; clearings in forests & woodlands; vegetation on the edges of creeks, rivers & wetlands. I don't know enough about Perth to direct you to specific, named locations.
Lake Joondalup is a great spot, they zip back and forth across the path but generally any of the fantatsic wetlands around Perth that still have some remnant vegetation will yield sucess! Patience is key though!!
