The best way to tell the difference, since no on bothered to explain, is that the Powerful Owl has V-shaped chevrons on the chest. The Barking Owl has vertical streaks instead. Also the BO has really big yellow eyes compared to the PO. And this is more likely a female Powerful Owl too, based on the fact it has a more rounded crown and lots of white in between the eyes above the cere and the eyes are closer together. WHile there is no male here to compare her to, male POs have flatter heads and wider set eyes. They tend to look more menacing as well. But years of owl experience will help you get a grasp on the finer ID points.
