I saw this honeyeater about half an hour north of Bendigo. It was seen feeding near yellow-plumed, white-plumed and singing honeyeaters... I'm just not sure which species this one is, as it seems to lack the dark mark on the plume like other Ptilotula honeyeaters.
My best guess is a Fuscous Honeyeater but I'm not entirely convinced.
I think that you are correct with Fuscous Honeyeater... yellow eye-ring, gape and base of beak; indisinct plume; lack of streaking to the breast; overall colouring.
