Help! Which Tern?

I took this at the western treatment plant.
There were three of these birds east of the Little River and they were swooping and dipping over a large pond but not submerging at all. They were quite small and I think it is probably a non-breeding Little Tern but it could also be a Fairy tern and possibly even white-winged Black Tern.
Any help would be greatly appreciated, Thanks.

They are very hard to tell apart M-L. All I know is that it was small and flying swallow like with two others.
