I was in Teralba last Saturday afternoon when I saw a pair of these which I initially thought to be Brahminy Kites. It was a dull cloudy sky. I went back the following morning and the pair were still occupying the same tree by the waterside.

I don't think there's anything else they could be. Maybe they're young-adult birds?

Look like White-bellied Sea Eagles to me. They are larger than the Brahminy Kites.

Look like White bellied Sea Eagles to me too. They live around rivers and lakes, almost any waterways, as well as near the sea.

I will go to Teralba again tomorrow to see what they are up to !!

I grew up in Teralba... (assuming you mean the Lake Macquarie one).
Where were these - somewhere along Cockle Creek? Or down by the lake?

This is a pair of adult WBSE. They are getting close to breeding time so it's most likely the pair are reaffirming their bond by hanging out together. If you get there at first light, you may hear them honking to one another. It's a cool call.
There is a large reserve of water by the Weir Road (off Racecourse Road). They were perching on a dead tree on the side of the water.
