A good spot for spotting shags is Long Reef beach area at the fall of the tide when the rocks become exposed, was there Monday and seen both the black and pied versions, both fishing and sunning themselves.
The ponds in Centennial Park have a few residents too, as does the large pond in the Sydney Botannical Gardens.
I'm a bit too far from Sydney. These birds are ubiquitous, Large numbers in Dawesville W.A. and now I find them in Outer Harbour S.A. Getting a good interesting shot is not easy though. All mine in the water look like the Loch Ness Monster. See what I mean. No doubt better opportunities will come

I know it. Mandurah is not far on the freeway and the estuary and Dawesville cut are home to a variety of birds. (and dolphins )
