Is this a bird??

I posted a photo of this animal under ID, but nobody answered. I would very much like to know if anyone has any idea? I saw it at some wetland near the beach. Hard to say if it's fur or feathers? I should have poked it, but I think it might have been alive, and I wasn't going to bother it.What do you think? (it was about 20cm long)

Looks like a bird, if you zoom in I think that is a beak. It has been still for a while, if you look closely, is that an ant, slightly left of centre, and about 1/3 up? Hard to tell. Was it moving (breathing)?
Sort of look like Kiwi feathers, very fine.

I didn't see it move, the longer I looke at it, the more it looks like the fine feathers of a Grebe? They have that whitish fluffy undercoat? What looks like a beak might also be a tail?

You have great eyes, to pick out the beak and the ant . But what is it? May be a little penguin chick ?

Changed my mind on the Grebe, although there some similarities , there are more differences? The fur(?) in the animal is more of the same length?

Well, I'm baffled.

It looks like feathers, and from their direction we are looking at the head end... yet there's no apparent head.

Maybe it's a feather duster?

You really should have poked it.

You are right soakes, the way the fur or feathers point, there should be a head. If the head would be missing, shouldn't there be a hole?

Maybe the neck and head are folded under the body or wing - where ever they are! I think if it was dead there would be more insects, meaning flies, on and around the bird  (they are definitely feathers). Very interesting, M-L.
