I think it's safe to rule out a Baza, when it flies look for whether it fans its tail feathers or not, I think the Sparrowhawk tends to have a very straight tail in flight but the Goshawk tends to spread it out. Other then that I would guess a Collared Sparrowhawk as that was the first thing I thought of when I saw it so I'll stick with that.
I have not had a close Sparrowhawk sighting
my guide says that Brown is 40-55cm and Collared is 30-40cm and size is the main difference

Looks simular to Pacific Baza or Crested Hawk(Aviceda subcristata)?
sorry, the bird is way too big for a Pacific Baza

My self,I think it's a brown goshawk thick legs perch on a low branch checking things out . Mmmm What do I fell like for afternoon tea ?

Hard to tell, and it's either of the two. No way it is a Crested Hawk (aka Baza).
