That is most definitely a wagtail... I think a Yellow Wagtail, non-breeding. A wagtail in Australia is very exciting and I encourage you to report your sighting!
I did notice the leg colour, Steve, but my book says that there are two races that appear in Australia...
As for the reporting of the bird, visit the Birds Australia Rarities Committee (URL attached below) and download the Unusual Record Report Form and follow the instructions then email it to the address provided.
Another way you can record sightings in the future is through birdata.com or eremaea.com.
