Is this a Black Kite?

This bird was found at College Crossing in Ipswich QLD. I have more photos if needed

*Please note colouring in picture may be slightly off

Tempted to agree with Black Kite, maybe juvenille. The tail isn't forked or square so that's not much help but the grey pale forehead suggests Black Kite. There will be others more experienced than me that will confim one way or the other.
