I have tried this on the Canberra birds chatline, getting responses which say brown and others which tell me striated. Could I have your opinion and reasoning. It was also probably juvenile (very very short tail)

HelloBirdy, it is always good to advise where you got the photo - you mention Canberra birds so I will assume Canberra.
I 2nd Striated Thornbill - throat marks and the red eyey of the BT is not evident

Striated Thornbills also tend to feed higher than Brown, and are more active.

the white striations on crown and ear coverts alone are completely diagnostic of ST
don't even have to see the bird to id once experience with both species is gained, the calls are sufficent to distinguish them....
I'll 5th juvenille Striated. I checked some of my photos - I agree they are confusing as the Brown Thornbill often has a "striated" breast.

Brown Thornbill - no striations around ear coverts/cap, not yellow enough etc.
