Feather - Parrot of some sort?

Hello,

Recently I have found a feather in Perth, WA, which I believe to be a Twenty-eight Parrot (Western race of Australian Ringneck). I was hoping someone could perhaps provide their opinion on this?

According to my bird book, 28 parrots do not have yellow in their wings. Realy not shaw on this one.
