A lone bird one day and a pair the next. Is it a Great Cormorant. I am so used to seeing cormorants flying low just above the water, but these are soaring high

I don't know what that is but definately not a cormorant. Maybe a frigatebird?

Nice photos, good find .... can see why you thought of a cormorant as the head and bill have a cormorant-look about them, but the rest of the bird doesn't really match.
