Yes indeed, some careless folks discarding rubbish certainly can cause endless damage and suffering to animals. I have seen it too often. :(
I hope someone can get the bird help. If the line gets too tight it could lose its foot. I always pick up fishing line if I see it discarded as I'd hate to see more birds suffer. Found a dead peewee tangled up in it once. It must have been a horrible death.

Looks like a young pacific gull to me. Some people just dont give a rats. Half the time there is a rubbish bin within reach too!
