I saw this on the roadside in Teralba, NSW. Is it Black Kite or Whistling Kite?? or something else ??
The sandy head & neck plus the black primary feathers suggest this is a whistling kite, Nahar. Windhover or another raptorphile might have a comment.
I guess the plain, rounded tail confirms Woko's answer that the bird in question is a Whistling Kite.

Whistling Kite is 100% correct. I love their calls!
I saw one of those two days in a row , sitting on power lines. There is no way I can stop for miles, without risking my life. So today I had to drive past, just looking at him again.
How lucky are you to get such a great shot.
