Id Flying Flock

I saw this flock of 30 odd black and white birds last month flying very high over Sydney Olympic Park. At the time, looking at the pics, the best i could come up with was Pied Cormorants. But re-visiting the photos today, i doubt that is correct. As usual the pics are not good, but they were very high up - maybe someone can suggest an id.

At first I thought Pied Cormorants too, but iti looks like they have the bill of an Ibis?   Were they flyinng in a v formation or all over the place?

The first picture was the complete group so not a V formation.

Thats my first sighting of a straw necked ibis.
