Saw this BOP at the Hunter Wetlands on the weekend. Any ideas on what it is?

while the images are not very clear, the first impression I get is Whistling Kite.
The forward thrust of the wings & the fan tailed indicate a whistling kite, I'd say. But the white tail is much paler than any I've seen before.
Oooops! I meant fanned tail. Fan tailed are lollies.
