Could be a mutation (latino is like albino but yellow)either wild or aviary escapee.

The word is LUTINO (or some prefer LEUCISTIC).
Apart from the spelling problem, you are right.

There are naturally occurring instances, but caged birds are often deliberately interbred (back-crossed) to favour "oddities" - it is about expressing genes which are normally recessed.
.
As a result, Lutinos are much more common in caged birds than in the natural population.
