Consider the possibility that it might be a Peach-faced Parrot (also known as a "Love Bird").
They sometimes have blue tinges - as colour variants.
They are cage-birds, i.e., what you are looking at is possibly an escapee.

In that case, the ID was confirmed by Holly, who used have them as pets.
