I saw this one near Teralba , NSW. Couldn't get any closer shot. Its chin and neck resembles Banded Lapwing but the cap is white !! The image is heavily cropped.

This bird is not recorded in my area but Simpson and Day record a Black-fronted Plover having that distinct black tipped red bill and red eye ring.
