george, I would love to help! Unfortunately that reminds me so much of the Koala I found in my backyard. It had a tag in it's ear, No 478 , blue tag. I tried Parks Victoria, All the wildlife places in the area, noboby responded. This animal was a "complete " living animal,exhausted and skinny, not just a foot. I rang around all day, nobody wanted her. I tried to find out where she came from, followed her for 2 days. Eventually a local wildlife carer new, where she came from. (it was well known, they all,(600) came from French Island. So, I would ring the local Wildlife carers, they know allmost everything!!! They are the "BEST"

WOW! I am in Cambridge Gardens just around the corner from you. I have seen a Peregrine Falcon take out a Rock Dove (racing pigeon) over St Dominic's College in Kingswood about Feb last year. I bet the pigeon was a victim of a falcon! Cheers
Last year we were out at Loch Garry, north west of Shepparton on the Goulburn River ,and found dozens of bird bands at the bottom of a huge old Red Gum .They were the bands of racing pigeons we were told by a local bird carer .High up in the tree was an abandoned raptor or corvid nest too .I've seen many different BOP here over the years so any of several birds could be responsible.

I often see a variety of BoPs in our suburbs; including Little Falcon (hobby), Brown Goshawk, Grey Goshawk, White-bellied Sea Eagle, Peregrine Falcon, Australian Kestrel, Square-tailed Kite (which are just about disappeared north until about August) and are just awesome as they circle just above the tree line looking for nests and young, fledged birds to take. We are both close to the old ADI site, the Nepean River and have nice parks, woodlands still around, hence the number of BoPs. :) Cheers mate!
Down in Melbourne around 1994 I picked up an exhausted and sick pigeon from the gutter in Acland Steet, St Kilda and it had a band on its leg. Contacted a local pigeon club and they gave me the owners number after a couple of days research.
Turns out poor old pidgy was a racer and a chsmpion homer at that, his owner came all the way from a place near Mount Gambier SA to pick him up. Pidgy had been missing for five weeks and posted "MIA". Despite my refusal, he insisted I take $50 to buy a slab of beer for looking after his prized bird.
The valuable racing pigeon made a full recovery too which was good news...Raven.
