Is this a Ruff? If not, what?

I don't think that is a ruff frank because they have yellow legs and do not have a brow as your picture has. Its probably some kind of sandpiper exept there are a couple that look like your one. sorry i couldn't answer your question fully. Hopefully someone else knows.
