This unusual raptor was spotted near Mitchell, Queensland. From experience it looks like a Whistling Kite, but in the fading light I couldn't quite tell. Does anyone have any ideas?

Light front, dark wings, long feather legs and long tail. Whistling kite.

Feathered legs, slight crested head makes it is a little eagle.
