Spotted this bird right on dusk but managed to get a shot for an ID, though not so clear.
Photo was taken near Cobdogla,Riverland SA and I have not seen this bird there before, usually Whistling Kites.

Yep, note the brown front, bluish cere/eye ring and the collar extending to eye level.
