I live in the outer north eastern suburbs of Melbourne. I have heard this call since I was a child and have never come close to identifying it. The vast majority of the time I hear it early in the morning.
The best way I can describe it is, repeating groups of double identical tones. like.. "gong-gong, gong-gong, gong-gong, gong-gong" ...it's not really a 'gong'... but it's the closest thing i can think of!
As a child the sound use to really frighten me, possibly because I only heard it early in the morning while I was in bed - I attributed it to some scary morning monster bird that might come into my room and peck at me.
It would be great to finally know who the culprit was!

maybe pied or grey currawong?
I was thinking currawong too.
Possibly Red Wattlebird - they can make a harsh scratchy two note croak.
