I don't know... if it was a Silver Gull, even an immature bird, it would have developed a white iris already and red-ish legs and bill. This is an interesting sighting! Perhaps some more research on both species will help - gulls have very complex moulting stages.
Looks like an immature (almost mature) Silver gull to me. But then again I have never seen a Black-billed one before.

Black-billed gulls are only found in NZ, this is a Silver gull.

Agree, an interesting sighting
It looks to be a young bird because of the dark colouring at the front of the wing. The black bill, feet and primary feathers are indicators.
Pic attached of a younger looking Silver Gull that has black & red bill, pink feet and black primaries but note the white spots.
I have other juvenile pics Silver Gull pics that I will look at tonight.
