I was watching a pair of magpies in a tree, I was quite close and they didn't move, they had their beaks open, and were still, not doing anything, were they sleeping? It was a hot afternoon.

When birds hold their mouths open im pretty sure its to cool down, im not sure how it works though.
All sorts of birds hold their beaks open in hot weather. As Timothy says, it probably has a cooling effect.
