The cockatoo with the blue colouring is most likely to be an aviary escapee from someones private collection. It is good that the other cockatoos have accepted it as often escpees with colour differences are rejected by wild birds. However there is a tiny chance that this is a natural melanism, but this chance is very small.
Did she send the photo on the "first of April"? It looks hand painted?Never seen one like it before. Let's wait for the Cockatoo expert/

I know that blue dye has been used to monitor dispersal of ibis(es) around Brisbane.

I don't really know. Although it is with other cockatoos, it doesn't look too happy to me. Mind you, none of them do.
